From what I can gather, most public facing ‘budgets’ in the UK are done on a worst case scenario basis, whereby official numbers represent the maximum possible spend if absolutely everything goes t*ts up, rather than any actual real spending. From the perspective of this, this means the numbers you are looking at are likely in the realm of “we would hypothetically be willing to give £3tn worth of tax relief to filming in the UK before we finally throw in the towel”, not that anywhere near this has actually been spent (this is also why the press comes up with such insane numbers for projects like HS2 - it was expensive, but not *that* expensive).

First attempt: I included the word "absurd" at the end of my comments and some kind of filter leapt into action to protect the poor quivering person at the other end from being subjected to such hate. My comment was not accepted.

Codswallop. Orchestra relief - we’re willing to go up to 100 billion if it goes tits up? Big knockers.
They simply use a number that is so big in the “cap” field that they will never run into a spending problem. It’s what salesmen do with the credit limit field if they’re not supervised. Clearly they’ll not spend 100 billion on orchestra relief but by building in huge margins of error they both ensure that there is no budgetary control over the designated area - orchestras - but also set up a system wherein spending on other projects can potentially be charged to the orchestra account - pantomime relief maybe.
Stop making excuses for them - they don’t give a shit and are systematically and rapidly destroying the finances of this country. We need to dismantle the entire system.
